Adaptation and mitigation on climate change that is global issue to decline earth temperature would be all countries awareness. The anti-global warming perspective would be a concern by participation internal multi stakeholders of each country in the world. And the situation needs participation of all sectors.

Indonesia is a tropical forest country that commits to mitigate climate change by national agenda as like REDD (plus) which was proposed since UNFCCC in Bali, in 2007. The Indonesia commitment also was seen engagement by President statement that voluntarily Indonesia ready reduce 26% carbon emission and by others support could reduce 41% carbon emission in 2020.

Insignificantly with all the promising, President of Indonesia just provokes international. Until now, Indonesia has no legal body that special body manage all the other support as like REDD demonstrative action program, bilateral agreement on REDD and others agreement in the next times. Indonesia has two legal bodies on climate change adaptation and mitigation in national level.

The legal bodies are DNPI (National Body for Climate Change) that established since 2007 and ICCTF (Indonesian Climate Change Trust Fund) that was under Bappenas (government institution for national development planning) that established since 2009. In International popularity, DNPI is more famous than ICCTF, because DNPI was Indonesia representative body on climate change that is under lead by the President.

By the way, after Oslo’s meeting on climate change where Indonesia-Norway bilateral agreement was started on REDD plus, Indonesia is seen unready on institutional issue that is a national representative institution on REDD plus. It could make mistrust to Indonesian government. The low level agreement that is popular called Norway’s Letter of Intent pressure Indonesian government for providing new institution on REDD plus which is supported by Norway.

The mistrust makes Government of Indonesia was confusing and more miscoordination in all sector. DNPI that body has function to coordinate all sectors is seen failure, and President does not believe it. The President would be making new regulation to accommodate the foreign support on climate change mitigation in forestry sector. It is an irony.

In the last situation, it is seen more complicated. ICCTF that Bappenas body on climate change would be presenting on political budgeting of mitigation on climate change fund. Bappenas is trying to accommodate suggestion that the CSO (Civil Society Organization) is essential element to include in ICCTF. Now, ICCTF is trying to accommodate CSO and BSO (Basis Society Organization) for becoming board members of ICCTF.

For getting out from bad situation, Government of Indonesia has to decide what is the relevant institution to under take the adaptation and mitigation on climate change issue in national level sooner, without ignoring the several potential existing bodies that would be improved to be good and comprehensive body on national climate change representative body.
