After Oslo’s agreement, LoI (Letter of Intent) REDD plus push Indonesian Government to make sure that Indonesia has to make some pre conditionality before REDD plus run. By promising, Norway will give 1 billion US dollars grant to Indonesia for REDD plus implementation. The first pre condition is forest moratorium. The latest Indonesian government said that primary forest and swamp-peat forest are priority.

Indonesian conservation forest is 14.88% of 132. 39 million ha state forest area that is coincided by local claim. It’s a common issue that primary forest is in forest conservation area. Wherever, indigenous community is still living in forest conservation area that the government never recognizes their forestland rights. Whereas, almost indigenous communities who is living in and around the forest conservation area still depend on forest utilities, at least for providing their basic needs as food, housing, energy and water by subsistent production.

The condition has to be main aspect on LoI of Norway, before both of Norway and Indonesia making deal that forest moratorium will be implementing on primary forest. The forest moratorium that is first step of REDD plus will make marginalizing indigenous community livelihood. Extremely, REDD plus of Norway LoI will be moving indigenous community to their native place.

Target to Forest Production Area

The basic problem of carbon release is at land use and land used change (Lulucf) on forestry sector. The Lulucf on forestry sector are forest-converted area for oil palm plantation, forest estate plantation, and many monoculture plantations. In forestry paradigm is only forest production area could be converted into other land use that is in environmentalist perspective is main causes of deforestation and degradation. If REDD plus is hoped to be a solution for declining rate of carbon emission from deforestation and degradation, the government have to becoming forest production area is the REDD plus target area. Forest production area of state forest area is 62.57% that means 82.84 million ha.

The reason why Indonesian government concern to provide primary forest be target of forest moratorium on Norway LoI is to simplify conflict resolution of REDD plus effect. Conflict holders on primary forest issue are indigenous community, central government and conservation NGO. It is looked like more complicated when forest moratorium will be targeted to forest production area, not only them, but will be including other conflict holders as like local government, local NGO, local community, private sector and etc.

REDD (plus) and many models of adaptation and mitigation on climate change in Indonesia are very confusing and making more uncertainty on public understanding. All stakeholders of the REDD plus on forestry sector assume uncertainty scheme model of Norway LoI will be triggered misunderstanding. The last public rumor come in that Norway LoI tend to carbon trading scheme that 1 billion US dollars from Norway buys the Indonesian primary forest that is the last tropical forest. (tJong)
